Ideas for health care reform

I wish that in discussions of the American health care system reformers would acknowledge how good the system presently is. Despite some Americans lacking health insurance and many having bad health habits, the American life expectancy is only slightly below the average resulting from the much-praised European health care systems (within which there is certainly variations; the U.S. lags behind Germany and Britain less than both of those countries lag behind France).

Nonetheless, there is room for improvement in the system, steps that could be taken without moving the country towards a single (government)-payer system.
Among the possible steps
-Changing the law to allow health insurance companies to operate and thus compete across state lines. New federal regulations could be created to allay concerns over the companies "racing to the bottom" although I feel the consumers' judgment should generally be trusted and allowed to determine results.
-Additionally increase competition by removing insurance companies' exemption from antitrust laws. Double standards should generally be avoided, especially in industries that people rely on.
-Increase the tax-deduction benefits (for the needy) of Health Savings Accounts to encourage their wider adoption.
-Increase the tax deductibility of donations to health-related charities.
-Increase the healthiness of food served in public schools.
-Create or increase taxes on the amount of sugar and fat in foods and perhaps related to high serving sizes in restaurants.
-Increase the amount of public transportation to reduce congestion (and thus car accidents, a major cause of our lagging behind Europe) and air pollution (affecting both our health and that of the environment).

A possible religious problem

If in Christianity only God can truly forgive sins, why did Jesus encourage us to do so? Is our trying to do so itself a lie? Or is there a large difference between a sin and a wrong?
